New Tourist Places in Holiday Homes (ETV): What You Need to Know About the CBAT Call
The tourism sector in the Balearic Islands is experiencing a moment of great expectation. After several years of restrictions, this September brings a long-awaited opportunity: the Consorci Borsa d’Allotjaments Turístics (CBAT) has launched the process for allocating 654 new tourist places for stays in holiday homes (ETV).
This announcement is a significant event for owners, investors, and tourism professionals, as it marks the first major move in the granting of places after a prolonged moratorium. Below, we explain in detail why this call is so important, how the process will be managed, and what steps interested parties must follow.
A sector paralyzed by the moratorium
In recent years, obtaining new tourist places for holiday rentals has been blocked. The cause goes back to Decree-Law 3/2022, which established a four-year moratorium on the granting of licenses for tourist stays in homes.
The aim of this measure was to give institutions time to plan territorial development and calculate the islands’ tourism carrying capacity, meaning determining how many visitors the territory can absorb without compromising its resources and sustainability.
During this suspension period, demand for new places did not disappear. On the contrary: many projects were put on hold, and owners’ interest accumulated, creating strong pressure in the sector. That is why the reopening of the pool of places is seen as a necessary release valve and a highly valued opportunity.
The new temporary pool of places
The unlocking comes thanks to Decree-Law 4/2025, which regulates the creation of a temporary pool of places. It integrates different resources:
-
Places released by voluntary withdrawals of holders who gave up their use.
-
Places resulting from administrative cancellations.
-
Surpluses produced in exchange processes.
-
Places derived from changes of use in certain establishments.
The CBAT Board’s resolution of 20 August 2025 confirms that the 654 available places are part of this new mechanism. This means it is not a general reopening but a very specific and limited process, which will probably be insufficient to meet the high existing demand.
How the places will be allocated
The administration has confirmed that the criterion for assigning the places will be the order of submission of applications. In other words, applications will be processed strictly in order of arrival.
This detail turns the procedure into a true race against the clock, since only correctly submitted applications from the outset will have access to one of the available places. The required documentation must accompany the application at the time of registration; otherwise, it will not be considered valid.
Initially, the start was scheduled for 1 September 2025, but technical problems related to identification through the CL@VE system forced a delay. Finally, it was confirmed that applications may be submitted from 2 September 2025.
All official information, along with forms and specific requirements, is available on the CBAT website in the procedures and formalities section.
Relevance for owners and professionals
For owners interested in dedicating their homes to tourist rentals, this call represents a unique opportunity. However, the limited number of places and high competition make it essential to have a well-defined strategy and appropriate advice.
Formal errors or missing documentation can mean losing the opportunity. Furthermore, once a place is obtained, compliance with current regulations in urban planning, environmental protection, and tourism quality is required, implying rigorous and professional management.
A new balance between tourism and sustainability
Beyond the administrative aspect, this process reflects the delicate balance faced by the islands: maintaining their leadership as an international tourist destination without endangering their natural environment or residents’ quality of life.
The temporary pool system seeks precisely this: to allow renewal and redistribution of places without increasing the overall accommodation capacity. Thus, each new license granted fits within a planned framework that aims to avoid the uncontrolled growth of the past.
The opening of the procedure to allocate 654 tourist places in holiday homes marks a turning point after years of paralysis. The news has generated great interest in the sector, but it also presents a challenge: only those who are prepared and meet all requirements from the outset will benefit from this call.
For owners, managers, and companies linked to tourism, this is the time to act quickly and with the confidence of having solid legal and technical advice. Competition will be strong, but those who manage to obtain a place will hold a valuable opportunity in a market with growing demand and limited supply.
